Memo to PTAs about updated Bylaws templates
The bylaws templates have been updated to reflect the National PTA dues increase from $1.75 to $2.25 per member as approved by national convention delegates June, 11,2011.  This does not require any action by your PTA membership.

Bylaws Form/Documents

Bylaws are the fundamental governing rules of a PTA. The bylaws of a PTA contain basic rules relating to the association as an organization in order to conduct the unit's business and govern its affairs.

These bylaws define the primary characteristics of the organization, prescribe how the association functions, and include all rules that the association considers important to the rights and responsibilities of the membership, whether present or absent from the assembly.

The provisions contained in the bylaws determine the amount of control the members and assembly are to retain and the powers and limitations of powers to be allowed officers, boards and committees.

The bylaws of an organization are always superior to and supersede the procedures and parliamentary authority of the entity. One always looks first in local unit and council PTA bylaws for a ruling on any question, then to procedures, and finally in Robert's Rules of Order Newly Revised.

Parliamentary law is an orderly set of rules for conducting meetings of organized groups for the purpose of accomplishing their goals fairly.  Robert’s Rules of Order (the parliamentary bible)  was written to help you run an effective and efficient meeting where everyone is treated equally and fairly.

Principles of parliamentary law are:
  • Justice and courtesy to all;
  • Rights of the minority protected;
  • Rule of the majority reflected;
  • Partiality to none; and
  • Consideration of one subject at a time.

What are the rules governing your PTA?
  • State and Federal non-profit laws
  • Bylaws – these are the rules which govern all the PTAs in Texas, changes to the bylaws are voted on by the delegates at Texas PTA convention each year
  • Standing Rules – these are the rules which govern your particular PTA (when you will meet, quorum, committees, officers, etc)
  • Parliamentary authority – according to our bylaws the parliamentary authority for PTAs are Robert’s Rules, Newly Revised. Bylaws for Local PTA/PTSA Units always take precedence over Robert's Rules of Order.
